As XML starts with an XML Declaration which specifies the encoding:

<?xml version="1.0" encoding="UTF-8"?>


Personally I take it out of the flow completely like this:

<?php $xml_header = <<< HERE <?xml version="1.0" encoding="UTF-8"?> HERE; echo $xml_header; ?>
