XHTML Target Module

This adds back in the ability to use the target attribute which is a big bug bear of mine as it removes the simplest way of opening a new window (although this was possibly their intention).

I will be looking into this as the workaround mentioned on that page stops the referrer from being sent which rather screws U Linker and will post more details as I dig into this.
