The general idea that using XML (largely using RDF and its offshoots like RSS and FOAF) we can actually describe our data in a meaningful way.

We also need to make the subtle but crucial difference between Semantically Correct and Standards Compliant coding. People often say the latter when they actually mean the former esp. when discussing Table Free Design.

It is different (although pos. not too different) to the Serendipitous Web.
